Its not a Ralliart item, as in it doesn't appear in any of the Ralliart catalogs. But if you have seen a few then it may be an "off the shelf" aftermarket. Possibly Group N

I had more typo's than that! wach = watch idiots = dropkicks ;) I think it is this one: Meguiars do have a similar product, it comes in a purple spray bottle. Works great, but I have found that it drys too quickly on the wheel.

Autoglym wheel cleaner. Expensive but worth it (for white wheels). Spray on, wait a few minutes, wach wheels go purple, use a sponge or soft brush to wash. Dont waist your time on any of the above idiots methods.
