Anybody familiar with this E4?

Hi guys, just wondering if anybody is familiar with this E4. Seems pretty well sorted and clean. I spoke to the guy and he has just had the motor rebuilt again due to crank shaft failure. This time he's done a 2.3 stroker with full forged internal with receipts and warranty through Precision automotive along with a rebuilt E7 box. Its in the final tuning stage and the tuners are telling him 400 awkw is achievable. I'm a bit sceptic that the turbo is able to be efficient past 350 but haven't spoken to him since the tune.
He's chasing around $20k. Keep in mind I'd have to get it back to melb, reg and RWC it....so I'd budget another 2k for that. Then insurance, but that's with any car.
What do you guys think?

1- yep rigolli built it initially, but precision did the most recent rebuild with the 2.3
2- he's a pom, going back over hence the sale

Hahah that's my car guys, to clear things up nope not a pom always been an Aussie when I made my email I made it uk by accident and just stuck with it, and yes the car was recently built by precision and had an e7 box fitted, it made 300lw on 98 but never had e85 tune hence was trying to keep costs down to sell it, but due to changing circumstances iv decided to keep it and continue to build
