No yellow plate on the firewall. Looks to have the EVO bracing on the strut tower. Would be interesting to see the VIN to determine exactly what it is. Could be a Griggs EVO but would need to get better pics.

Currently the only way to comply it is as a personal import, to do that you need to have lived overseas for 1 year with the car.
