Right now my car is running a stock manifold, evo 2 16g, and stock o2 into a 3" system. Would I be right in thinking that if I replace this with a header style manifold, ported turbine housing and aftermarket 2.5" dump, all ceramic coated, that I might need a retune or maybe find the top of my 510 injectors at 20psi?

ATM I have a Meek chip and am running 20PSI. If this makes a difference the motor has Kelford 272's in it. Somewhere along the line I'm going to get ECMlink to get the tune exactly right.

I'd focus on tuning it before changing the exhaust manifold... unless of course it's cracked like 95% of VR4 exhaust manifolds are!

Like Jamo said, those hardware changes won't really require retuning. You'll find your EPROM tune will be a 'safe' tune anyhow.
20psi is about the limit on 510cc injectors.

Logic seems to tell me that the mods will/might spool up the turbo sooner so the maps would need to be tweaked to get the best result . FWIW I would at least get a power run on a dyno to check if the AR's were still ok. Better safe than sorry.

EPROM's never yield the best result as there is no live tuning.
Even if AFR's were out, he would need to install an AFM interceptor or a less accurate way, adjustable FPR to alter the base pressure.
