Is it possible to put a cars rego on hold here in Vic??

not sure.. but u can cancel it and get your money back, not all.. just the remaining months.

No it's not. You can cancel it and get a partial refund then re-register but have to provide another RWC and a new appt time etc.

or u can not pay for up to 3 months after the due date, then pay and it will still be valid, just u lose those 3 months of driving due to no rego

In ACT you could keep rego for up to 12months without providing new RWC.

And in NSW you can put number plates in storage for 12months.

Doesn't answer your question but I doubt the states would be that different.
