Shrinking photo's

Anyone know any programs to shrink photo's down small enough for an avatar pic? it has to be under 13kb?

Photo shop menu adjust size for better resolution keep image at high res and upload on photobucket and then in CP link off site for your advitar easy and keeps better res of your advitar pic

somone on here put me onto vso image resizer.

Its pretty simple, you browse for the pic, pick the size and it does it in a fraction of a second and puts the resized one back in the same file.
