After some time (and a recent oil changea0 the RVR is smoking again.
Warm motor after idling for a while blows lots of smoke which reduces after a short distance
(there may still be some but I can't tell)

From looking at the EVO 3 forums it seems I might have to do the valve stem seals?

Just spent too long fixing son's BMW and not looking forward to the restricted work space in the RVR but feel reasonably confident I can do it myself

Is there a specific test / tests that will indicated VSS?
Or do I just bite the bullet and do it?

How long does it take to change VSS and what other things (if any) should I look at while I have it in pieces?

Can I re use the timing belt ( which has only done 17,000 Km )

What thread is on the "Special tool" for pushing in the timing belt tensioner?

Besides the timing marks are there any other traps for young players when doing this?

Do compresion test first. Warm up engine and do dry compresion test. If compresion is low do a wet test. Put some oil into cylinders and test it. If compresion is still low then it is valves if not then it's your piston rings. If compresion is good i would inspect turbo seals.
As for belt, you can reuse it, just mark the direction it spins so you install it to spins same way again. Also make sure that all marks are lining before you take it of ( cam gear marks, oil pump and balance shaft)

from your description, I don't think stems seals will be the culprit. as above has said i think rings will be high on the list.

however if you are VERY keen you can do stems seal while the head is still on the engine. either by using rope in the combustion chamber or with air pressure from an old compression tester modified for the job.

you will need something like this to get the valve springs off... http://www.euroexportinc.com/store/tools/mitsubishi-4g63-valve-spring-compressor.html
