i am going to fit a surge tank to my vr4, my question is, do i need another fuel pump after the surge tank? i only have 1 factory fuel pump:unsure:

Yep, you need one pump (low pressure but high volume) to fill the surge tank and one to supply the fuel to the fuel rail (high pressure, high volume).
 
so the origianl fuel pump will be low pressure but high volume?
but i need to buy the high pressure, high volume pump, is that right?

No, pumps for fuel injection are high volume, high pressure. Pumps for carbys are high volume, low pressure (5 psi or so).
You can just use the original intank pump to fill the surge tank though but something like a facet pump or a Holley etc will do it easier, for longer, and with less current draw.
 
I used to run a surge tank on the MG with my vr4 motor in it ,because its tank was very flat and stupidly had the pickup in one corner.Hence on half a tank of fuel the car would surge bad around small bends.
I used a facet pump for the primer pump only because i was crapping any other type of pump when it surged.their bearings would seize about once a year,but mine really surged bad.
I also ran my fuel rail return back to the surge tank only because the primer pump wasnt more volume than the efi pump.This just gets the fuel a bit warm in the surge tank.I didnt notice any problem but on high output motors there might be.
I just made mine out of a 100mm stainless pipe and made it about 300mm high.
