There's a strange whining noise when driving and can't hear the turbo spooling up anymore, also doesn't seem to pull as hard as it did. Thoughts?

I think we need more info than that.

Does the whine chane with road speed? Change with engine rpm?

Does it still boost ok? (Do you have a boost gauge to check?)

Boost gauge is in the mail. It goes up when accelerating and whines down when it's de accelerating. Boost wise it doesn't feel like it's boosting as hard as it was

Again, does it change with road speed, or engine speed?

had the bonnet open and revved the engine a bit from under the bonnet and didnt hear the whining so i guess its more road speed that it comes on?

Probably not.
Traditionally if it goes woowoowoowoo and louder as you get faster its a front bearing.
If it just goes wooooooooooo and gets louder then its a rear bearing.
I dunno why.
Jack up car and wobble each wheel to see if you have a loose bearing
