I would do the following as a bare minimum.
Injectors, minimum size 560cc.
Walbro 255 fuel pump, chipped ecu ( if yours is chippable that is )
You should also look at a 3 inch exhaust, new cooler and piping as well.
Which VR4 do you have? Aspec or Jspec?

i run 17-18 psi on stock engine with the supporting mods 560cc inj, 055afm, walbro, tial 38mm, and a shit chip.. rruns strong with no knock at all, be sure to keep it on the rich side of things otherwise it will go bang

its a japspec, the cars got a full 3'' exhaust right through but still runs standard cooler and piping weres the best place to get injectors ecu chipped etc, i really want this turbo on because my td05 is crap!!

off this site im sure many will have injectors, you will probably need a different ecu that is EPROM (therefor chippable), also standard piping is ok? if you want buy a 600x300 they fit nicely behind jspec bars, get some piping made up or buy a kit from meek or plazmaman

Damn it the standard j spec ecu not chippable?, oh yeah by the way my t3/t4 turbo is an A/R.50 if that makes any sense.

depends if its not an 808 (ie RS ecu) then you need an aus spec one? im no guru on ecus so i dont know..
but yes if its an ebay turbo dont spend any money on anything else!!

To be honest, i wouldnt do the chip bullshit, if you can afford it go aftermarket.
Other alternative, which will work and is a good setup if you dont want massive boost levels is the following
510/560's + Fuel Reg + Walbro 255 L/Hr (genuine) + SAFC2
Use the pump and reg to deliver the fuel by mechanical means and tune the SAFC2 down to 'trick' the computer and allow around 15-17 pound to be run. What your doing by winding the SAFC2 air mixtures down, is getting further away from the factory boost cut.
If this is done properly, it will work great. It has to be done properly though, no friggin around guessing, get it dyno tuned with an A/R sniff done...and you need the fuel reg to do it, no corner cutting. The whole process is based around balancing fuel requirements between the pump/injectors and the SAFC2 (which is of course what the reg is used for,and why its so important)
The only drawback to this method is that if you pull the SAFC2 air mixtures down too far when tuning (cos you wanna run more boost) the computer will throw (advance) the timing, as it thinks theres not enough airlflow for that given RPM band....so what im saying is, dont use this method if you want upwards of 18 psi...
Its probably the cheapest and easiest method given its done properly.

Sorry, yeh, other way round, you're right.
Chips are not shit at all. A good chip is as good as aftermarket, except for the tuning capabilities. I have seen some very powerful cars making huge power on the reliability of a well tuned chip. It is also still legal, so you can't get fucked over for having full aftermarket management.
Didnt mean that they are shit. They just dont offer any flexibility once you change things again. Therefore an aftermarket is better, in my opinion.

Considering that people have run a 13 second pass on a TD05 14b and run 12's on a 16g, I think there are other things you should be doing before putting a different turbo on it.
If you tell us what year your car is, we can tell you if the ecu is chippable or not.
in my opinion it all depends on what your plans for your car is in the future and how much money you want too spend on the car. But an aftermarket ecu would be a good idea because of the tuning capabilities and all the extras i could go on for ages. Ive got a few of the haltech owners manuals and wiring looms and sensors on a USB

You chip haters . Like Johnson said, they are legal, give great fuel economy and driveability, and don't blow head gaskets. And don't cost you a fortune in dyno time and take another 6 months to get the cold start right.
