With good fuel system not more 1.2 kg/cm3 (for evo3 only) becouse Comp Ratio is 9.1 on evo3 pistons

Exactly what i was about to say.
Dont go over a bar, why would u want to anyway, theyre quick on 10 psi. The motor has high compression and good cams, they make really good power..if you want to run up over a bar, i think at least youd want a reg, and a pump, then a good tune, and maybe an SAFC2 or a chip.

+1. Check the AFR's and play with the CAS until you find a point where the car reaches its limit, then back it off a little.

Im asking this in general, not just refering to his car/engine, but lets just say, considering that he wants to raise boost, isn it better to pull out few degrees throughout the entire rev/load range and loose a bit of economy but at least be safe everywhere (especialy when under load) rather then leaving it as is to keep the economy and having a risk of engine pinging when under load...

As long as you make allowances for it, (good fuel, cool air) it should work.

Most of the time on the road is spent off-boost and at low throttle openings, (try logging the tps over your favourite twisty road - you'll be suprised) - so it seems silly to improve the outright power at the expense of the rest of the map when that is where you spend the most time.
Especially when the factory ecu can be chipped and reprogrammed to suit.

Unless you get the car tuned on the fly, a chipped ECU can be useless!
I've had good results with advancing the timing a few degrees- you just gotta make sure that you don't over do it!
