No the EVO II and III suspension setup up front is different to the regular CC Lancer/Mirage. There's a few posts in here with photos showing how the EVO II and III swaybar connects to the strut towers, and not on the lower control arms like they do on regular Lancers, GSR's and EVO I's. The EVO II/III lower control arm is a cast unit and doesnt have the swaybar connected to it at all.

if you specify the type of suspension components your after we can further help you. Its a very confusing post.
If its just coilovers and/or springs, then yes parts for the CC is what you want.
If you want to put items from a regular lancer into your evoII then you'd be going backwards...
please clarify.

I have not heard of a 2006 ralliart suspension ever being install on an Evo 1-3. I have just installed a set of BC Racing coilovers on my Evo 1 and I'm located here in Edmonton. You probably won't find any quality coilovers locally (there are a couple local shops that can source ksports for the cd9a/ce9a but if you search through this forum you'll find some horror stories) Your best bet is to order them from overseas, such as UK, AU or JP.
Doing research does go a long way. Some places I have found that ship to Canada and are Evo 1-3 (cd9a/ce9a) specific kits are:
Sumopower.com carries BC Racing coilovers
evo321.com carries tein and cusco coilovers
nengun.com carries tein and cusco coilovers
greenline.jp carries tein, cusco, aswell as rs-r & tein springs and numerous kyb shocks (if you would like to with with a spring/shock combo instead of coilovers)
hopefully that answers your question(s) about the suspension for your e2.

Also about the 06 ralliart thing, that's just silly, as those cars are econo boxes, and I wouldn't swap anything from one, even if it was possible.

evo 1 and mirage 4g(92-96) suspension are interchangeable. for the evo 2-3 you can use coilovers from a mirage (97-01) but you need a a swaybar connect ''braket'' like ksport is doing for this kit :

I've been running Ksport CE9A coil overs on my Libero up the front and the sway bar link welded to the lower part of the shock I belive the new design about is to fit all generic parts enabling less specific parts for certain models which keeps prices down.
In regards to horror stories I have only had horror stories with Aussie distrubutor not the product its self, you pay for what you get and these are budget coilovers
