I've rung Recency twice now and asked for a statement of requirements for a Lancer GSR fitted with a 4G63T

However, bith times they've told me I have to submit an "Application to Modify".

I don't want to submit an "Application to Modify" because:

a) I don't have a f*cken GSR to modify yet!

B) I don't want to apply to modify the car unless I know what it required!

Bureaucracy at it's finest!! :fuuuuu::fuuuuu:

Tell them that.

Don't ring them all pissed off like they are going to give you a shit answer.

Ring them and say "I'm looking at buying a Lancer from Melbourne, it's had an engine conversion because the old one died. I want to make sure that I can get it registered here but don't have the details on it because I haven't actually bought it yet. Can I get a Statement of Requirements without the chassis numbers/etc?"

You might need to fill out the "Application to Modify".. I suppose it's your decision on whether or not the hassle is worth it to you financially.

Either that or just bite the bullet and buy something. Wing it and see how you go.

Absolute worst case scenario is you buy a modded one, get pinged and have to put it to stock again....I will help.

Cheers Jon. Asked Transport S.A. about the whole "App to Modify" bit.

One of the guys there emailed me about putting the 4G63 into a GSR:

"....Looking at the different outputs i see that there is a 40% increase in engine power from the 4G93 1.8l to the 4G63 engine.
If this is the case you will need an engineering certificate."

Is he right? Is a VR4 4G63 putting out 40% more power than a 4G93?. Or is he getting mixed up and looking at a N/A 4G93 or something weird?

I wouldn't have thought 40%!! it was good that you got an actual personal email.

Aus spec VR4 had 148kw, and a Aus spec Lancer GSR 141kw. Thats a 5% power increase not 40%. The 40% increase would be from a 4G63 which is rated at 206kw (actually 46% increase in power).
A 15% increase in power would be had from a facelift J Spec VR4 engine swap which should not require a engineering certificate.

As the others have mentioned, i reckon he's thinking of something else. Reply and clarify with him.

there is an exception to the rule also. if the vehicle came out with that motor in another country, then as long as you change all the brakes and stuff over they should still pass it, once again they will make you go through the "app to mod" deal again. also, just because you go through the app to mod, doesnt mean you have to go through with the conversion.

when i converted my cb gsr hatch, the power upgrade was 21%, they first told me that anything over a 20% increase would require engineers cert, but becuase the motor was released in that car all i had to do was have a full inspecton to make sure i had all the brakes and stuff to match.

Will they consider an Evo 1/2/3, which obviously was released with the 4G63, as being the "same car" as a GSR Lancer though?

i cant see why not. i mean mine was a cb gsr non turbo , then went to a turbo motor.
but the cc gsr was released as a evo you know. one was cd5a one was cd9a.
sadly the guy i used to speak to at regency obviously isnt there anymore, he was so good to talk to about it.

Going to Sturt won't work any more. That loop hole has closed.
The Jap Spec VR4 engine is meant to have something like 176 kw. The CC GSR has 148 kw which means this is only a 16% increase. Having said all that though, I'd rather just get something SA based unless it was very near stock. It's not worth the hassle. Heck I crapped myself putting a stock Accord Euro through! :P
