If you putting in restriction plates with holes punched in them at your flanges, and you think they will notice them, why not cut them a few mm smaller in diameter than the outside of the flanges so they don't stick out and use lots of exhaust goo. If they are hidden behind the goo they wont see it.

I have often wondered if this approach would work.

Got my EPA cleared this morning. It made 90dB exactly by changing the exhaust and muffler from the diff back. Great success
