Vr4 struts and springs. Urgent

looking for a set of front and rear struts and springs. Was told today that coilovers are now illegal so I need an alternative to license my car. Must be good enough to pass inspection

Evo rear bottom bush is smaller than a VR4.
Coil overs should be fine as long as they aren't height adjustable.
