To the best of my knowledge they are purely an emission control device (EGR's). Under certain conditions the car see's fit to breathe its own exhuast gases in order to maintain good emissions.
Pro: Anytime your car isn't breathing gas that has already had the oxygen burnt out of it, the better power it will make.
Con: If the cops catch you, your proberly gonna get screwed.
