You can't tune them really.
Unless you pull the chip out and write a new map. But chip writing can be time consuming and inefficient.
To do it properly, go ECM Link (google it). It basically makes an evo 1-3 ecu into a tuneable one via laptop.
Or get a pre done chip to suit your mods.
Or aftermarket.

^^ Huh ?? What equipment ?? As Bazeng said !! Surely you own a laptop ? That's all the "equipment" you need, apart from getting some one to install a socket on the board. If it has a chip already in it, it should already be socketed . I'd be struggling to think of a stand alone that remotely comes close to an ECM Tuning setup for tuneability, flexibility and price ....

I think the OP needs to do some more homework / research.

Standalone will be way more $$? ECMlink is amazing for that fact that it drops straight in and allows for so much.
EPROM burning has become a thing of the past due to the low cost of flash memory alternatives nowadays.
If you want something cheaper than ECMlink, look into the Ostrich romulator. Nowhere near as user friendly as ECMlink though.
Miodrag can write BINs and I can burn EPROMs but this method is nowhere near as accurate as something that can data log.
