Tokyo Motorsports will tune most aftermarket ecu's and have a lot of 4G63 experience.

Evo 2-3 arms with offset castor bushes could be a good option for you.
I use these there in my Evo 2 castor is good! and there is less bush to deform under braking. I run 324 mm rotors and 4 piston calipers.

Im sure Brian has a spare set or i might.

on my evo 2 i used r33 calipers and redrilled r32 vspec-r33 gtr rotors (324mm)
with a custom bracket (i still have a pattern for it) works really well but will only fit under 17in wheels.
