My figure earlier was a very rough estimate for the 100m strip dimension just for the asphalting!!! (I work for the RTA and deal with resurfacing of roads all the time  ) but as Bobwrinkle stated its definitely at least a couple of million bucks to put something together as its difficult to find a decent stretch of land away from residents, doesnt have any erosion and sediment control problems, you can connect communications, power, water, sewerage, stormwater etc to, passes all Environmental fauna/flora/EPA legislation, has easy access for spectators and multiple emergency evacuation exits, carparking, there are way too many variables to consider and then some more in variations for things the RTA has to take into consideration like whether existing roads cater for the amount of cars travelling there during major events, do traffic signals need to be constructed?, do we need to upgrade intersections? bloody big jobs require a hell of a lot of people involved in the project  Tracks that were built all those many years ago have it sweet as they were constructed before a lot of legislation changes over the years took place. Its a lot harder to get something up and running nowadays not only because of the red tape and having to jump through hoops, but also the costs involved are much higher
