I'm still not understanding how the term "bumper skin" translates into "bar," but oh well . I never hear anyone refer to it as a bumper bar. The bar is behind the bumper and generally not connected

Back in the "olden days" a bumper BAR was just that. Before plastic skins and reinforing designed to crumple etc there were chrome steel "bars" on the front and back of cars to reduce damage to the car when you "bump" into things.

Hence, "Bumper Bars"
