Back in the "olden days" a bumper BAR was just that. Before plastic skins and reinforing designed to crumple etc there were chrome steel "bars" on the front and back of cars to reduce damage to the car when you "bump" into things.

Hence, "Bumper Bars"

"ah yes i'd like a new bumper skin for my 1961 cadillac" I dont think so...
