The theory about the flow under vacume makes sense, but when it comes to boost (positive pressure), isnt the entire intake manifold filled out with air? therefore it uses both inner and outer radius.
The forced air (or anything else thats used) would only use outer radious if there is no enough restriction in the system to create positive pressure. A good example for this would be exhaust gasses travelling thru the exhaust pipe.
