In thier manuals it states that if you changing an engine to an engine that WAS AVAILABLE IN AUSTRALIA in that vehicle then there is no problems. And the E3 was available in australia, so i cant see the problem. Its no different to replacing a VS v6e ecotec with a 5L as they were available in other models. "
Ah - The E3 was not available for public sale in Australia, only as a private import with compliance. The VicRoads engineer had a point in that in Australia, no Lancer (coupe or sedan) came with the 4G63 motor. That's why you need to get it engineered. Yes - the body shell was designed to take that motor, but the emissions of that engine were never tested to Australian standards. Which is why if you have a VR4 4G63 motor, you will have an easier job getting a vehicle modified with it complianced, as Australia got the VR4 for public sale.
When I got my 4G63'd coupe re-registered with the new engine number, VicRoads looked at the Engineer's certificate, checked the engine number against that on the certificate and passed it no worries.
