Yes, as long as its a Momo or Isotta and stamped its fine. Other brands are not recognised as ADR compliant for road use from memory.
Info from when I was going through engineering and dealing with Isotta:
An Isotta brand steering wheel has been utilised in place of the OEM steering wheel. The replacement steering wheel is not less than 330mm outside diameter and does not affect compliance to ADR 10. The steering wheel is manufactured by Isotta (one of only two ADR recognised aftermarket steering wheel manufacturers, the other being Momo) and it is stamped with the steering wheel’s TUV Approval numbers on the reverse side of the centre spoke: HERST. IFRA TYP NIVOLA 350 TYPZ.KBA 70258 Made in Italy
An email whilst I was dealing with an Isotta rep to help prove complaince of the steering wheel for engineering:
Hi, All information regarding the compliance of ADR10 can be found stamped in the rear of the steering wheel. The numbers etc are all the TUV approval numbers that the Transport Departments in Australia have no objections in the use of these wheels for road providing the car is to comply with ADR10 – which is most cars manufactured prior to 1st January 1996. South Australia is slightly different in that you must have the complying boss kit and ISOTTA Audit Sheet. So to have a suitable assembly for road use in SA you need the complying wheel with stampings, complying boss kit and Audit Sheet completed and transfer affixed to the B-pillar or near driver door. If you engineer is willing to approve the steering wheel alone and not the assembly have them contact me and I will forward an extract from the TUV report. Please let me know if you need anything further. Regards Carl Juncken Isotta Australia TEL: 1300 888 837 INT: 61 8 8 340 7895 FAX: 08 8340 8179 www.primal.net.au
Some come with stickers as shown below, others are stamped like my Isotta Evolution wheel...
