Have built 2 trailers now, cheapest way is get an old caravan with tandem axel, rip the top off so its just the frame weld on some side rails and guards, put down a floor and your done, and they usually have electric brakes standard. first one i made cost me about $700 but i got the caravan for free. Did about 50,000km towing then sold it for $1500.
The second one i built was my dads caravan that he accidently burnt down so i bought it back from the insurance for $200 and spent about $1000 on fitting it out with winch, paint, wider wheels, led lights and a set of low line guards, It also has a wierd 4 wheel independant suspension setup which makes it tow really well and never gets the sways.
