you can adjust the spring on a plumb-back bov... you tighten or loosen the nut on the top of the valve to do it.
a closed in filter will be a lot quieter than an open pod... i put the standard intake back on my vr4 today and you can hardly hear the flutter compared to the flutter being very loud with the open pod that i did have on the car.
