On the stock computer,People are writing chips for removal of boost cut and speed cut etc..injector size and so on...well...

Can a chip be written to change the rev limiter?
Say from the factory 7500 to 7000 RPM?

No no stroker

Itd be a good idea for longevity..especially when u miss gears and things like that..instead off have it cap off at 7500 rpm where it doesnt need to be..bring it down to 7000rpm or so
 
or you could just learn to not miss gears and things like that. that's one thing I don't like about short shifters, you lose the "feel" of the gearbox.
