In a magistrates court (district court in NZ), the police prosectutors are police themselves. You dont think they're going to bother paying a lawyer $$$$$ just to book you on some traffic offences do you??
The police (the ones prosectuting)
sometimes strike deals with the defendant (who is represented by a lawyer or themselves) to plead guilty on the more serious charges in order to drop the less serious charges. The judge DOES NOT do this, but simply takes the plea to the "summary of charges" produced by the police prosecutor, and goes from there.
Getting charges dropped cannot be done outside of a courtroom, or over the phone to your "mate the cop". Once the arresting officer or the officer filing the charges files them, its then left up to the police prosecutor to drop the charges, or not. IT IS NOT up to the judge. The judge IS NOT taking you to court- the police are. Its the judges job to find out if your guilty or not.
