I really don't think that a GT28 or a GT30 is really going to make a significant difference in spool time or top end power - they are both ~similar sized turbo's with seriously a spool time difference of maybe 300RPM... I know in my car I hardly have time to think about changing from 1st to 2nd before i'm on the limiter let alone worrying about 300RPM.
With a factory ecu is not going to make dick all difference to your top end power - so unless you are going to go for a full aftermarket management system and tune every single pony out of it then the GT28 is going to give you the same power faster as compared to the GT30 - which is the definition of streetable.
PS I am only using Garrett turbo's as an example because the specs are readily available and everyone knows what I'm talking about. If HKS or whoever make the same turbo with a Mitsu Flange then thats all the better.
