Agree rust is definitely a problem there. But also in certain parts of Japan.

Comes down to trying to find value. It seems that in the UK, they are not worth much vs other parts of the world, particularly here and NZ.

That's what I was thinking it was too - which is why I was confused about the comments indicating there was something bad going on. The LHS reinforcement looks like it's been modified to ensure the VIN is visible, or is that my imagination?
 
As Cranked said, more than likely a repair, if every other 1 2 or 3 had it then maybe a mod for the vin, but it sure as hell doesn't look like a factory finish

It's been forsale for yonks. Yet another dodgy one.
